Server cannot "get through" proxy at ISP

I just wondered if anyone else has had this problem. When I'm logged onto my server I can reach the proxy but can get no further i.e. no web access. When I'm logged onto any of the workstations internet access works fine (if a tad slow).
The problem only started when we changed from Freeserve to Dialnet. This change was recommended by the Local Education Authority as protection for the pupils.
Any advice would be welcome.

Does the proxy administrator already permit any web request from your server's ip?

Easy! Don't use the ISP's proxy server for web access! Connect directly or install your own proxy/gateway on your site.
