Server cannot navigate to other computers

When I try to navigate from the server to one of the client computers, I get "\\{computer name} is not accessible. An attempt was made to login, but the network logon service was not started." How do I start this service?

Make sure NetBIOS over TCP/IP is enabled. Navigate to: Local Area Connection> Properties> Internet Protocol (TCP/IP)> Properties> Advanced> click WINS tab, ensure "Enable NetBIOS over TCP/IP" is checked.
 
Both the client and server have this enabled, yet no luck!
 
can you actually PING this client from the server? is the client machine dualbooting with the same computername on the same workgroup/domain?
