SERVER-5.60-3651 (Error -601)

After clean reinstall of Netware 6 following boot drive crash, attempts to login to Console One using correct user, tree and context name yield:

(Error -601) The object name could not be found in the context specified. Refer to help for all listings of possible causes and solutions.
***************************************************************************

Concurrent with this, the following appears in the error log:

Unable to obtain a connection license unit. Operation will continue. Contact your network administrator to verify that licensing services are functioning properly and that license units are available. Error #C0001002 (admin.{context_name}.{tree_name}.)

The server and client licenses have been installed. The following licenses appear in the root context:

Novell+Netware 6 Server + 600
Novell+Netware 6 User + 600
NLS_LSP_{server_name}

DS Repair yields no errors. I have spent hours combining through the knowledgebase and reviewing articles, and nothing seems to address this problem. I would sincerely appreciate any assistance.

Notice about 1/2 down the page, there's a program called "c1root.exe" it's titled: Opening ConsoleOne In A Specified Context - it's brief description states:

"This module add the functionality to ConsoleOne to allow it to be loaded to a certain context in the tree. Normally ConsoleOne opens to the root of the tree. With this patch a command line switch has been added. The new command line syntax would be as follows: ConsoleOne.exe -root .ou.ou.o.treename "

Not sure if this may help, as I personally haven't tried it.
