Server 2008 Terminal Server

We have installed a new server 2008 machine which will be used as a terminal server. It is in a domain with a 2000 DC. I have activated the new machine as a license server and added 25 licenses.

The problem seems to be that it is not issuing licenses. There is an error in the events id 1004:

The terminal server cannot issue a client license. It was unable to issue the license due to a changed (mismatched) client license, insufficient memory, or an internal error. Further details for this problem may have been reported at the client's computer.

When I review the configuration in license manager the following message is there:

The terminal server is not a member of the terminal server licences group in active directory domain services. The license server will not be able to issue TS per user CALs to users in the domain, and will not be able to track or report......

There is an option to "add to group" but when I try this I get the error "The computer account for license server 'servername' cannot be added to the Terminal Server License Servers group in the Active Directory Domain Services because the license server is unable to contact the AD DS.

The server is contacting the DC no problem and exists in active Directory. The mentioned group didn't exist. I tried manually creating it and adding the server to it. Still the same problem. Is there an incompatibility between server 2008 and a 2000 DC?

When I close the review I get the message "The following error occured on the license server: 0x534, no mapping between account names and security IDs was done"

what is the OS of the License server? Only Windows 2008 License Servers can issue 2008 TS CALs.
 
The terminal server is also the license server. It is the only server running 2008.
It is not going to be the DC.
 
Well the Terminal Service License Group is a builtin account that I believe is created when you add a 2008 domain controller to your domain (i.e. adprep /forestprep and adprep /domainprep /gpprep). You may want to add a 2008 DC or make it a 2008 DC.
I don't have the technical answer for this but it sounds like when you add a 2008 DC to your domain it adds some kind of communication api for AD DS.


If you read through this about half way down it talks about in the discovery mode is set to domain or forest it will check AD DS if it is in that group.
 
I am assuming that you have activated your license server and manually set the TS to us itself as the license server.
 
also you did install the license server with domain admin privledges correct?

Adding another 2008 DC is not really an option for me due to expense. Its not possible to run terminal services on a DC as far as I know.
The license server is activated. When you say manually set the TS to use itself as the license server, I did this in group policy. Is that what you mean?
I just went into licensing diagnosis and it reports no problems and is identifying the license server. Users are able to log on. But the initial problem is still there. I am just worried about it causing some problem in the future. The message states that it cannot issue a license but when I generate a report is seems to be using the installed licenses. Perhaps it will be ok to continue as it is now.
