Server 2008 RemoteApp

I'm working on a remoteapp solution with server 2008 and have run into a problem with the password policy. If I set a user account to change password on next login, that user account is unable to access the remoteapp. Since they do not actually receive the traditional login screen to change their password, is there an alternative or configuration setting I've missed?
