Server 2008 R2 64 bit "system writer is not found in the backup"

Hello all. I have few Server 2008 R2 64 bit domain controllers that will not backup system state for the life of me. I am using Windows Server backup solution on these servers to backup system state and other files. Everything else besides system state will back up. I have tried to isolate the system state backups into there own backup job that I have run in the morning, during production hours and even at night. They still fail not matter what.

Here is the event I get in the application log.

The backup operation that started at '?2011?-?06?-?06T16:16:12.076307300Z' has failed with following error code '2155347997' (The operation ended before completion.). Please review the event details for a solution, and then rerun the backup operation once the issue is resolved.

As you can see there is no System Writer listed in the writers here. From another article I found that some other users were directed to rest the permissions on VSS writers entirely by running the command on this page.

However, after I run this command and reboot the server I still get same error when doing my backup or list the VSS writers. I have ran this on some Server 2003 32 bit servers and the system writer exist. However on the Server 2008 32 bit the system writer is not list is list writers but I can run system state backup fine.

I have verified "C:\windows\System32\WinSXS\Filemaps" has Trusted Installer (NT Service\TrustedInstaller) as full control on the NTFS permissions and as the owner of all object in the directory.

I have compared these 64 bit servers to 32 bit servers with this directory. Everything seems identical. I can run a full backup of the C drive with System State selected on the 32 bit server fine. However, if I do the exact selections with the 64 bit server it fails with the same "The System Writer was not found in the backup.

What disk sector size are your disks formatted to on the R2 ?
