Server 2008 port listeners

i am new to programming and setting up port listeners.


what i need to do is setup a port listener,i have a client that wil be sending me data via httpsget.I then need to take this data and save it to a file and send it back out via an API to retrieve the rest of the docuement information

any help would be greatly appreciated
