I have a Dell PowerEdge 1600sc server with Windows Server 2003 (Enterprise Ed) acting as a Domain/DHCP/DNS/Print/File server. I have a Windows backup of the entire server (including system state).

I need to move all files and settings over to a new HP server which is faster and has more file storage space.

I need some tips/advice on how best to do this as I’m not sure the easiest way to accomplish this. I have quite a complex GPO which must work on the new server.

Add the HP box as a member server in your exisiting domain and then you could dcpromo it to become a domain controller. What version of W2K3 is on the HP?, if it's 2003 R2 you will need to run adprep from the 2nd CD to update the AD schema before promoting the HP box to a domain controller.

Looks like it covers it pretty well.

From your description of the config, it sounds like this is your only domain controller. If that is the case then the steps linked to above should work. If it is not your only domain controller, then I would recommend going with Paul's solution.

The best way would be to go with Pagy's suggestion.
The reason is that you will have leftover drivers and application from the Dell install that you might or might not be able to get rid of. This will also take a long time to do.

The easiest way is to go with Kmcferin's suggestion although you could run into trouble because of incompatable hardware and possibly bluescreen's. You will probably then have to run a Windows repair if that happens.

I'm running Enterprise as that's the only license / CD we have. It is the only Domain controller I have. Thanks to everyone for your help. I think I will go with Pagy on this one with the two servers being differnet make and models.
