server 2003 file access denied and no Security tab

I have this same issue in fact I had it on about 500 files and found the issue was regarding the path being above 250 characters:

but now that all of these are cleaned up with the long path I still have a few with this same issue but it is not a long path issue.

Looking for help! I wanted to personally message jbradley but I don't see how to do this to see if he ever figured it out.
