Server 2003 Ent. prmoted to DC, cant kill ICS

We are in a classroom running VMWare, doing some testing..

We have 2 machines, server1 and server2

server1, we enabled ICS to show how to use it to share the internet to server2, which was not connected to the network, just server1 on a private NIC.

Later, in another chapter, we promoted server1 to a DC, and are now trying to run Routing and Remote Access.. RASS will not start, because it says ICS is running, even though the ICS server is stopped and disabled. There appears now to be no way to completely get rid of ICS...

Does anyone have any ideas?

this is the 2nd time tonight ive said this...RRAS on a DC is a MASSIVE no no. Needs to be done away with.
