Server 2003 Default keyboard layout during login

Thanks for your reply.
But I was looking for the KB layout at login,which is different from your windows session.
Anyway, I've found the answer :
regedit, HKEY_USERS\.DEFAULT\Keyboard layout\Preload
2x click on 1 and change the value data to the local layout.

That was the keyboard settings at logon I was talking about - the default language
