Server 2000 VPN logon problem, says invalid user/domain

i have a windows2000 server and i have setup RRAS manually, because from what i have read its the best way. When i attempt to connect, it keeps prompting me for the username/pass/domain, The credentials are right on the user, they all say allow remote dial in access. Is there some security thing that I am overlooking in the RRAS policy? any suggestions would be greatly appreciated.
