Server 2000 only logging onto fixed IP

Hello all, since we have migrated to server 2000 when i build and setup a new user the pc will only log onto the server if I specify a fixed IP address as opposed to automatic IP address, is this normal?
If it is, are my fixed IP adresses infinite, ie. 10.10.3.1 - 10.10.99.1 ??

If you use a fixed (static) IP address on the clients, are you also specifying DNS servers? DNS servers are required so the client can locate a domain controller.
