Server 2000 at home to block kids from accessing the internet

Hello All, My company at work upgraded the file server to Server 2003. After a format, they allowed me to take the 2000 server home. My wife has always wanted me to restrict internet access for our children at the wee hours of the night. So I am going to use Active Directory time control to block them from logging on certain hours. The hours vary per child depending on their age. My question is...How do I not allow internet access when they log into the local account on the workstation. I only have a few computers in the home so it is not an issue to create a DHCP scope for each workstation. I am not in the market to purchase a sonicwall router. I was hoping i could do this with the 2000 server. Please understand that I am not an IT professional. I might be in need of a more detailed answer. Thank you in advance.

Thank you for the answer. It isn't quite what I was looking for, but worth a shot. I have a 16 year old who was grounded. When I had set up his logon on the "Family computer" to not allow internet access, the bugger went on a proxy server to gain access. These kids are smarter than you think they are. Somehow I think we will bypass a program on his PC.
 
For starters this program may block the proxy servers and it will allow you to get reports to what web sites he is going to. Second only allow him user access to the pc and even go to admin tools and set local security policy. As for using a server to fix this issue, unless you are well trained and want to spend some money the what I suggested would be your best solution. Also you can install Real VNC and view his screen at anytime.
 
Need to read up on Group Policies and gpedit.msc from the run box. that will get you started on locking your PC down along with the free K9 tool above.

why not put in a router with parental controls or some firewall that can block ports and services during certain times for certain IP addresses? thats what i did... google zywall best there is IMO
