Serial cable connected to NTU , but there was no ip address assigned

At one of our client side I found this :

A 3640 router (production router) serial 0/0 was connected to NTU Unit through serial cable (V.35).

And NTU is connected to the WAN cloud

When I issued the command below :

3640Router # show ip interface brief :

Interface ip address OK? Method Status Protocol
Serial 0/0 unassigned Yes NVRAM up up

Encapsulation was ppp

Why I can not see that an ip address was assigned to the serial interface ?
