separate global script block

Hello,
I am trying to run the code on this link here:

I am running into the issue with the second sample code.
I can not figure out how to create a "separate global script block".
I put it into the page itself and it errors saying "expected end of statement"
I am using MS access and then the ms script editor.
Main ? is how do you create a "separate global script block".

THanks ahead of time for any help
