Sendmail specific configuration

Hi, well i got this issue, sendmail is running fine, the problems is that i want some users of my domain capable of sending mail only to my local domain, and others to be capable of sending email to the outside (internet) i want to restrict it by username, not by IP, i already tried something which worked partially, in my acces file i typed this
From:john@mydomain RELAY
From:jennifer@mydomain OK
this allows john to email outside my mydomain, and jennifer only locally, the problem is when someone on the internet (e.g. chris@yahoo.com) tried to mail someone to john@mydomain.com, the mail wasnt delivered it just hung the email delivery, so i had to allow relay of my internal network in order to avoid this, but everybody could send email outside my mydomain..i just want some people to be able of doing that, i hope you can help me.
