sendmail Q: time to wait for SMTP connection

According to the RFC 1123 section 5.3.2 it says that you can either configure sendmail how long to wait for an SMTP connection to open or, if nothing is specified (set to zero) it will use the kernel default.

How do I find this kernel default? I check no -a and didn't see anything that might relate.
