sendmail.mc on Solaris 9+sendmail 8.13

Hello:

After making changes on sendmail.mc file, I enter the command
# cd sendmail-8.13.5/cf/cf
# sh Build sendmail.cf
# sh Build install-cf

Verified on /etc/mail, there is a new version of sendmail.cf.
However, it does not seem like the modifcation on sendmail.mc ever take effect. At the end of sendmail.cf file, it has sendmail.mc file attached and all lines are commented out:

# divert(0)dnl
# VERSIONID(`$Id: generic-solaris.mc,v 8.13 2001/06/27 21:46:30 gshapiro Exp $')
# OSTYPE(solaris2)dnl
# DOMAIN(smsnet.com)dnl
# define(`DATABASE_MAP_TYPE', `dbm')dnl
# FEATURE(`access_db', `dbm -T<TMPF> /etc/mail/access')
# MAILER(local)dnl
# MAILER(smtp)dnl

O/S: Solaris 2.9
sendmail: 8.13.5
