Sendmail 8.13 Relaying on Fedora 2

I'm trying to assist someone with allowing their email server to accept a smtp send or relay request from his website.

He's configured on fedora core 2 with sendmail 8.13 setup for Authentication
on all of it's Outlook Email Clients to login and recieve email.

He wants his webserver to be able to send messages through his sendmail service so his clients can get a confirmation when they complete a online web form they hit submit they get a reply message in there inbox

What settings are required to allow sendmail to perform this function.
