sendmail 8.11.6 on RedHat 7.3 -- cannot receive incoming mail

sender side message is "Connection Refused"

I do have ipchains running, with port 25 open for tcp.
I'm also allowing ssh, http, and ftp thru the firewall;
they seem to work properly.

DNS settings are correct, verified.

I can send email out, I can receive email sent from
localhost. I cannot receive anything sent from anywhere
else.

Please help.
