Sending SMS Messages ? Possible ?

I was wondering if its possible to set up a computer which is capable of sending Mobile phones SMS Messages, what hardware and software is required ?

It will be used to broadcast up-date information on a particular service as a SMS messages to many users.

I would like it to be as configurable as possible.

and search for SMS. Shareware from $9.00 - $199.00, depends on what you need.
