Sending out Email Messages from ASP

What is required on the NT 4.0/IIS webservers server to send email messages? I'm able to send email messages from my web pages, but they can take a long time to be delivered. What is the server using by default to send messages and is there some setting I can use to send out the messages at shorter intervals? I don't have MS Exchange installed. Thanks.
 
Looking at the c:\inetpub\Mailroot\Queue directory I see the .eml and .env files. They each have a .rtr file. Here's the text of one. Maybe someone can shed some light on what's happening/not happening.

I would use a free package like ASPEmail to send the email, it is easy to setup and use but is of course only useful if you have access to install it on the server.

Thanks. I've been told that the server itself should be able to send out email messages using the SMTP
services available in IIS4. Do you think having an email package like ASPE (I've used server EMWAC Internet Mail Service (free) on another web server to handle incoming mail) will speed up the delivery of messages? It's taking hours and hours for them to be delivered now. Thanks again.
