option 11 rls 25.40 any special programming to send name display when calling out, other than programming the d-channel for ND2

The major requirement for CPND to pass is that both sides of the trunk 'understand' the IEs that are being delivered. What's the destination that you're sending to? Another M1 or DMS?

it's going to a 5ess switch and then to wherever they call

Name display over the PSTN is a very tricky proposition indeed. If you deliver the Name to the 5ESS, then the 5E has to 'agree' with whatever switches are down-stream in the call path. This 'agreement' is not very likely for the full path of the end-to-end call. Tie lines are a different story, however.
