Sending internet email from behind proxy

Until recently I had a single doman running proxy and exchange on PDC - worked great. Have now added 3 new servers, and a domain. I used MS migration tool to migrate from old server to new. Exchange is now running on BDC in new Domain A and is connecting with ISP through Proxy running on PDC in Domain B. Proxy is using dial up connection and has static IP with ISP. Also have cisco router in Domain A for sole purpose of connecting satellite office (no isp. All servers have static IP's from Same pool (ie: 10.36.x.x) and proxy modem has static IP from ISP.
I can send and receive internal mail, and receive external (internet) mail but I cannot send internet email. Cannot ping ISP from new BDC but have internet access. Also exchange will not force Proxy to dial out.
I know this is probably a simple problem but I have checked my settings a million times and no luck. I have run proxy client setup and created the 2 msexcimc.ini files correctly.
Any help would be greatly appreciated.

Your scenario is a bit crazy but try this, configure the exchange server's default gateway to be the IP address of the Proxy Server and use the ISP's DNS servers as the DNS servers on the Exchange Server. Sounds to me like Exchange does not know where to route your mail through. If this works, return your old gateway and then add a static route in your Exchange Server to define the path.
BTW, are you getting an NDR when you send mail and what is it?
Also, if you go to a machine connected to the Internet through the Proxy Server and Telnet the Proxy Server via Port 25, do you get the Reply from the Exchange Server ESMTP service?
