In Outlook go to Tools > Options > Mail Format and drop down the list in Message Format, select HTML.

To insert image (gif) in signature:

Tools|Mail Format|Signatures|Edit or New|
Position cursor in edit window where you want image and RIGHT CLICK choose Insert Image ...

:)

but note that not every one can receive HTML emails, and gifs in the mail will come in as attachments, and you will loose all your formatting, this is only if the user can only receive in Plain Text format. A lot of people can't or haven't set it up to be able!!

You can always use MS Word to create your email/signature, using pics and fancy text etc, and once its done you can save it as a .html page. Then go into Tools->Options, Mail Format Tab, click on signature picker, and then click on use file as template and browse to the saved html file.
This can then be your default signature so that each time you start a mail it appears..... Jay~
