sending from Outlook to Onenote

this function used to work. last week i clicked on "onenote" link in an outlook contact window and got this error message: "The OneNote add-in cannot connect to Onenote. You can try to restart OneNote. If the problem persists, it is possible that add-ins are disabled by you system administrator."

Onenote is ok sending tasks to Outlook. i have tried running both as administrator. (I am the administrator). I have uninstalled Ol and ON and reinstalled. checked to see that ON add-in is running in OL. have run "repair" twice.

I am out of ideas. are there services or reg entries to look at?
 
forgot to mention. both Outlook and Onenote are part of Office 2010 pro. Running on win7, x64
 
If there's an answer, I'd be interested to hear about it. In my case, I gave up trying to get them to work together and just used cut-and-paste to move stuff over. It is quite nice for that.
