Sending faxes without phone line

Is there a way to send faxes between 2 fax/modem
cards without being connected to either CO or PBX?

How would the set-up look like? Once fax/modem would
function always as send only, the other as receive
only. Any ideas?

You can use a device like a Teltone TLS-3 (

http://www.teltone.com)

that will provide the filtered talk battery, dialtone and ringing voltage that you need.

Otherwise, I've seen homemade devices to provide talk battery, which is really all that is required if you can provide some other form of out-of-band signaling to start and stop the connections.
