Sending emails from Project 2003

It used to be possible (pre Project version 2002) to send emails to appropriate resources for progress and timesheet updates where the resource only had to have Microsoft Outlook (and a free setup program to enable it to receive these emails). There was no need for the server version and a web server installation etc.

Is this still possible in Project 2003 WITHOUT Project Server?

I can't seem to make it happen, even with Microsoft Project Professional. Any enlightenment would be appreciated.
