Sending Email When New Record Appears

I have an Access database where data is input from a number of different sources (PDA, web, etc...).

Does anyone know of a utility that would allow me to point to this database and check it every 1/2 hour or so for new records. If new record(s) exist, then the contents of the record would be dumped into an email and sent to an email address?

I guess I could write the code in access, but is there a way to trigger to run after a specified time period?

Any help is greatly appreciated!
