I think the easiest way to do that would be creating the mail beforehand as a Draft, and creating an agent that would trigger on that date and time, find the Draft and send it.
Given that the agent will be scheduled, you cannot expect the agent to attach a file from your local PC since it will not be accessible (scheduled agents can only access server resources).
Unless you arrange for the file to be accessed from the server (a file share mapped by the server), it is better that you have the attachment ready beforehand.
If you have to have the attachment made at the last minute, then you have to make the server access the file and design the agent accordingly.
