Sending attachments using SendMail

How does the peoplecode sendmail function work with file attachments? In PeopleSoft 8, is it possible for a user using a web browser to attach a file on his local filesystem?

I have an application that allows authorized users to compose a message and send emails. I use the Sendmail function to do the job in PeopleCode. When I put something in the file attachment parameter, the email did get sent with attachment(s). But the attachment do not contain the actual file, it looks like a dummy attachment with 0 bytes.

Any help will be greatly appreciated.
 
Let me elaborate:

When user clicks a button on a page, peoplecode runs in the Application server? If I'm trying to attach a file from the user's workstation, is there some additional steps involved? Do I need to ftp the file to the server or something? How do I go about this?
