'Send to Mail Recipient' will not work when Outlook 2k3 is default

I have a weird issue within Windows XP and Outlook 2k3. When I try and use the 'Send to Mail Recipient' option by right clicking on a file; nothing happens when Outlook is the default email applicaiton.

When I set Outlook Express as the default mail program it works fine. I can use the send to mail recipient option from within MS Word or Excel or any other progam that supports the feature just not through Windows by right clicking on a file.

I have installed all the Windows and Office updates but it still does not work. I unistalled/reinstalled Office. I've deleted the MSMapi32.dll file in C:\Program Files\Common iles\... I copied and pasted all MAPI DLL and INF files from another system that is not having this issue. All of this has not worked.

Outlook works fine with no problems but my user likes to use the Send To feature by right clicking on a file instead of Opeing a new message in Outlook and attaching the file. Any guidance would be greatly appreciated.
 
Yeah, already checked and re-checked those settings. Thanks. This seems to be a puzzling issue but some seem to thing it is profile related. I post the solution here when I find it.
