send/receive emails

hi there

everytime i try to send/receive, i get a little message saying 'operation failed.' i originally had outlook 2003 installed,but, i uninstalled it, as i thought it might be the version that was causing me the problems.the message i was getting with 2003,was that the servers could not be contacted. however, with outlook xp, i now get this message.
i have tested the settings, and receive the test emails when i check my webmail. i am stumped, please help.

Shut down any third party firewalls.
If running mcafee software and using XP or w2k stop a few of the mcafee processes in taskmanager.(usually they start with MC)
Then try the e-mail again.
