Send Page by E Mail ( from IE)

I am working with Outlook 2000 on an Exchange server.
When trying to send a page from IE, the Internet Connection WIzard pops up instead of allowing to send an HTML E Mail
It works fine starting from Excel, but not IE.

And I must add that I tried to change the Internet programs to MS Outlook.
When I click on "apply" all seems well, but opening the "Internet Options" -programs windows display OE again as mail program??

You need administrative rights on the PC to modify the program
