Send Object/Outlook Problem

I have a program that sends an email to Outlook 2003. The email stays in the outbox until I press Send/Receive. I have the Send/Receive set to activate every minute. The send Receive group is set to Send/Receive when online and offline.

Any and all help would be greatly appreciated.
