I need an Icon to put on users desktops that will open my Lotus email program, put in a predetermined email address (for a help desk mailbox), so all the user has to do is fill in the body and click send.

You can do that,

Make a stationairy with email address and all the other information. Then resize Your Lotus Notes client so you can see your windows desktop, and then drag the stationary outside your Lotus Notes to de windows desktop. Now you have a Windows icon to that stationary. If notes and the notes.ini is in your path then it will work.
