Send Line to voicemail on an Answering Service

I have 2 phones in an office with 20 different phone lines ringing in on both phones (20 diferent companies)
I want one line to be answered by voicemail after 3 or 4 rings.


we cant forward the phones to voicemail because all the lines would be answered by the same mailbox.
we cant use express messaging. this does not give the opportunity to let the people at those 2 phones answer the line.
 
You could have that target line answered by the autoattendant. This could go to a CCR that offers a greeting along the lines of "No agents are available to take your call at this moment. Press 1 now to leave a message." Option 1 would be a direct transfer to mailbox.

There may be an easier solution to this; my Norstar skills are getting a bit rusty from lack of use.
