Send e-mail via batch file 1

I have an Exchange 2003 SP2 standard server on our network. I would like to be able to create a batch file to send out an alert e-mail when it is run.

The reason for doing this because I have an app that can run a program when a certain contion happens. Unfortunately it does not have a send alert via e-mail option

Does anyone know if this can be done? Maybe I need to use a vb script. The e-mail doesn't necessarily have to be sent out via Exchange I could use the ISP's SMTP server. I know there are 3rd party tools that you can use but I would really not use them if it can be done another way.
