Send a URL w/ an Icon in an Email

Hello:
My company wishes to email a URL to all its employees. This URL has an associated icon. Is there an effective way to send both items, via email (Outlook), so that they can be associated with each other and saved as a desktop shortcut? Ideally, the user will then have a desktop icon that, when double-clicked, will open the website in the default browser (internet Explorer).

Not in my opinion.

An alternative (assuming it's an internal email on the corporate intranet) would be to write a little windows program (with associated icon) that, when clicked, opens a new browser window at the URL specified.

You would then email this .exe directly in the email. Hmmm. You'd have to disable all corporate email virus warnings if you wanted the .exe to make it through probably *lol*.

Just a thought anyway,
