Semi-monthly date calculations for Excel time sheet

I am attempting to upgrade the semi-monthly time sheet to Excel 2007 for my small office. The time periods are 1st - 15th and 16-end of month. Currently the formula that is set up for the sheet confuses the users. I would like to be able to input the start and end dates and have the individual dates for that time frame display in the correct column regardless of the length of time.
In the first set below there are 15 days and in the second set there are 16 days, so date +14 or +15 won't yield the correct result.

Start July 1, 2009
End July 15, 2009
or
Start July 16, 2009
End July 31, 2009

Any suggestions?
 
Go to the function wizard,
Select the category "Date and Time"
Browse through the list reading what each function does.

Searching Excel help for "End of Month" got me to the same place:
A function with the description "Returns the serial number of the last day of the month before or after a specified number of months". Use this function with the second parameter equal to 0 (current month).
