I need to use SlefCert to create a personal digital signature. However I don't have it on my PC, can anyone tell me where I can download it please?

Did you do a search for selfcert.exe on your computer, it is usually in your microsoft office folder. Or as i was told you need to go to add/remove programs and click on microsoft office and add it thru there. or click on this link

It's a search on Microsoft.com
 
Selfcert.exe is available since office 2000. It is not in default installed package (at least in XP), so it has to be choosen under custom installation option while installing office or adding to existing configuration.
