Self contained test networks

I'm trying to set up a mini isolated network of a handful of machines to test the behaviour of possible network aware trojan horses.

One thing that would be nice is if I can get the server to resolve all unknown dns requests to itself.

On a similar note, it would be useful if it would route & reply to all packets addressed to IPs outside the current network as if they were addressed to it.

Does anyone have any suggestions/advice?
