Selection - Keeps grabbing border

When designing something with a border, I go crazy trying to select content inside of the border, it always grabs the border and anything near it. Is there a preference to change this?

The selection did not work this way in PageMaker, and I would somehow like to default it to work like it did in that program.

Could you put the things you don't want to select on to a background layer and lock the layer?
