Selection formula based on 2 parameters

When I type in this selection formula

{CONTACT2.UCLMYR}>{?Claim_Year} and {CONTACT2.UCLMNO}={?Claim_Number}

it brings back EVERY record. I want it to bring back only the one record that equals the prompted claim year and claim number for the report.
 
Are joining to other tables? If so, are you doing outer joins? If not, then I have no idea how this is happening.
 
It appears you have 2 tables. how are they joined? if they are not joined, you would be getting cartesian results?
 
Oops...you were correct. I had a db added that should have been there :)
