Selection Criteria by Month Year instead of data

Here is my Selection Criteria
{Command.ADDED_DT} in DateAdd("m",-13,{?Date}-day({?Date})+1) to DateAdd("m",1,{?Date}-day({?Date})+1) - 1

This gives me data for entire year, but I want to change into below. I will have two parameters Year and MonthYEAR.

The user will select a link with a description of the program year (e.g. 2009). The years will be displayed in reverse chronological order. With the program year identified, the user will select a link with a description of the reporting month and the calendar year of the reporting month (e.g. the reporting month of December, for program year 2009 is “Dec, 2008”). The links will be displayed in reverse chronological order. See the examples below for formatting and sorting:
Report Date
July, 2009
June, 2009
May, 2009
Apr, 2009
Mar, 2009
Feb, 2009
Jan, 2009
Dec, 2008
Nov, 2008
Oct, 2008
Sept, 2008
Aug, 2008
July, 2008

Friends Can we Create cascading parameters here?
I mean suppose I select Year 2009 in year parameter then in 2nd paramter it should show available list of values based on selection of First Parameter. I think the above criteria is kind of Cascading prompt.
