What is the correct syntax to print out only those item codes with more than one manufacturer part number associated with them? I have grouped by item code and then by manufacturer part number and have placed a running count on the part number within that group. What's the next statement required and where in the form does it go?

Don't use a running count but a simple count by group in the group footer. Then create a group selection formula under report, edit selection formula, group. It should look like this:

Count({MfgPartNumber},{ItemCode})>1

This will return only those item codes that have more than 1 mfg part number.
