Selecting Dial from Missed Calls menu does not dial 9 for outside line

Looking for good recommendation on how to remedy the fact that Dial option on the phone's missed call menu only works for internal phone numbers. It looks like outside (PSTN) phone numbers are failing for lack of the 9 prefix.

Recommendations?
 
When in that screen you can do an "edit dial" and add the 9 to the front of the number, other than that it would be doing a lot of back end programming to make this work as you want it to.
 
Version 7.0 and above will let you automatically add the 9 in front of the numbers in your call log. It is done on the Gateway page. I am not sure if it can determine if the incoming call needs '91' for LD or not. I did this for a customer and I have never asked if the '91' works or not.
