Selecting Already Open Folder Window Changes to Small Window 1

I have a folder open in a MAXed window. Windows remembers that so every time I open the folder again it is maximized. However, if the folder is already open and I forget that it is open and I select the folder shortcut to open this folder Windows gives it focus but changes it to a small window . This happens every time with all of my folders.

How can Windows be stopped from incorrectly re-sizing an open folder?
 
Let Windows open the small folder.
Then using your mouse, drag the top, bottom, left and right sides to maximize the Window (do not use the Maximize icon).
Click File, and exit the second window.

Now try it.
