To move the image select the move tool (aka-the arrow), to move a marquee you must select the marquee tool, and the pointer must be inside the marquee in order to move the marquee to a different place. If you use the marquee to select and area of a picture you want to cut and move then place the marquee where you want it, then select the move tool (aka- the arrow) and put your pointer instide the marquee and drag the selection.
Pointer instead of just moving something using the marquee I select the area then go EDIT|CUT, then EDIT|PASTE and it will be on a new layer, and then I can move it wherever if I need to.
